The city's second homicide of the year has left people there rattled.
"The unfortunate sad part is that this was a few feet away from kids on the square trick or treating," said Chief Harris.
Chief Dwight Harris shared with us that police believe Charles Matthews knew his killer and that there was some kind of fight before the shooting.
"Well we don't know that at this time. We are in the midst of getting that info as we speak. But yes, there was an altercation that led up to the shooting," Harris said.
The killing happened in an area known as Blues Alley. In the summer, they have Blues concerts, but year-round people hang out there and play checkers.
Charles Matthews was a regular there.
Luther Walton is Matthews’ cousin. He told us he doesn't understand why his cousin was killed.
"All I know is he is a nice guy, working guy. He works, and I never see him bother nobody," Walton said.
Chief Dwight Harris told us that his officers have responded to drug calls, assault calls and stabbing calls on the same street but never anything like this.
