On January 21, Terrance Maxwell was shot and killed outside a house party on Blue Wing Street.
“From my understanding he was shot in the back. It was senseless,” said Marilyn Jones, who lives across the street where the teen was shot.
Jones said she was relieved to hear the Memphis Police Department had made an arrest weeks after the shooting.
“It makes me feel real good, because kids need to understand they have their whole life to live, and a disagreement doesn't have to end in death,” said Jones.
Police are holding Banks on first degree murder charges, and Williams on an attempted murder charge.
Neither man has officially been charged yet, the clerk’s office told FOX13 they’re still being processed.
“What can a 15-year-old do to a grown man? How can a 15-year-old harm you?,” said Jones.
Police said before the shots rang out on Blue Wing street, gang phrases were yelled. The car that pulled up fired shots into the crowd then sped off.
