FOX13 has learned Diane Nellums has been arrested and charged with child abuse and neglect. Nellum is the grandmother of the child who was shot.

4-year-old Christian Bell was struck in the arm. He underwent surgery Monday morning. His mother told FOX13 he will have to undergo physical therapy.
A 4-year-old was rushed to the hospital following a shooting in Frayser, according to the Memphis Police Department.
According to police, they were called to the 2600 block of Mirror Avenue for a shots fired call, and while they were on the scene, they found the child who had been struck by a bullet.
While on the scene police were approached by a woman who advised her son had been shot.
Police said the grandmother, Nellums, told police someone fired shots into her home, and in attempt to scare off the suspects, she fired shots into the ground. She then told police she put her gun back into the box, but failed to lock it.
Police said the victim told officers his brother was playing with a gun when it dropped and went off.
The victim was transported to LeBonheur Children's Hospital in non-critical condition.
Officers recovered the handgun from the home.
