Memphis COO Doug McGowan selected as new President and CEO of MLGW

MEMPHIS, Tenn. — City of Memphis Chief Operating Officer Doug McGowan has been selected by Mayor Jim Strickland as the new President and CEO of Memphis, Light, Gas & Water (MLGW).

Strickland announced the decision Wednesday morning.

Previous MLGW President J.T. Young resigned last month after four years with the utility company.

His resignation goes into effect Oct. 14.

According to the City, McGowan is a 26-year Naval officer and most recently served as head of the Mayor’s Innovation Delivery Team.

In his Navy career, he was the commanding officer of Naval Support Activity Mid-South in Millington.

McGowen is a graduate of Virginia Military Institute (B.S., civil engineering) and the Naval War College (M.A., national security).

Chandell Ryan will replace McGowen as the newest COO, becoming the first woman to serve in the position.
