MEMPHIS, Tenn. — The Memphis Police Department’s Director Michael Rallings has signed an open letter by the Major Cities Chiefs Association acknowledging the disparate impact and outcomes policing has had on African-Americans, people of color and the disenfranchised.

“Accountability must continue to be the cornerstone of tangible and substantive change and ethical policing,” according to the letter.
