    MEMPHIS, Tenn. - Two cars were stuck Friday afternoon after flash flooding in South Memphis.

    People told FOX13 this area is prone to high waters because the drains are not properly maintained and neighbors make the situation worse by throwing trash and debris down below.

    Kids were seen playing in the water. One even put a young girl on top of a garbage and pushed her around on the make-shift float. 

    FOX13 was able to talk to one of the men whose car was trapped in the water. He did not want to share his name, however, he admitted he underestimated how high the water had become. 

    When he drove through it, he realized his mistake.

    Flood waters started to seep into this car and he said the car door would barely open. Luckily, the waters receded enough for a tow truck to pull him out.
